HAND SET RULE EXPLANATION
Hand Set Rule Adjustment – Tournament Application
In general, the FIVB Beach Volleyball Official Rules apply throughout the tournament.
However, when teammates set the ball to each other — or when the first contact after reception (excluding serve receive) is played as a hand set to a teammate — a double contact fault will not be called, even if the set technically includes a double touch.
If the team that performed the hand set believes the contact was excessively poor, they may call the fault on themselves and award the point to the opponents.
However, opposing players or the scorekeeper acting as referee may not call a fault on the opponent’s hand set and may not stop the rally.
Prolonged contact (“catch” or “lift”) may only be called by the referee.
The purpose of this application is to:

Increase rally continuity

Keep the ball in play longer
-
Minimize disputes arising from the highly subjective interpretation of hand setting faults
This approach, which FIVB has also been moving toward, was tested last year in three major World Tour events. It has already been implemented in indoor volleyball.
For these reasons, we have introduced this rule in our Public Championships.
We appreciate your understanding and cooperation.Situations Where Standard Hand Setting Rules Apply
In the following cases, hand sets must meet normal rule standards:

During serve reception
-
When the ball is intentionally sent over the net to the opponent’s court using a hand set (at any moment during the rally)
In these situations, hand sets must fully comply with official rules.
Faults in these cases may be called:

By the referee, or
-
By the team committing the fault
The opposing team may not stop the rally. However, after the rally has ended, they may politely ask the referee and the opposing team whether the action should be considered a fault.
If the team that performed the action acknowledges the mistake, the point is awarded to the opponents.
If the team does not consider it a fault — even in the case of a double contact — the game continues as played. The opposing team may adjust their strategy accordingly.
Additional Clarifications
In cases of:
-
Prolonged contact (catch or carry)
-
Ball being visibly trapped or held in the hands
-
One-handed open-hand pokey-style attacks where the ball sticks to the fingers
a fault will be called by the referee or the scorekeeper acting as referee.
Players are responsible for calling their own clear faults.
All participants are required to act within the spirit of Fair Play.
If a team believes that the opposing team is excessively abusing this rule, they may call the Tournament Director to request observation or supervision.
Loud arguments between players, opponents, or referees are strictly prohibited.

There Is No Registration Fee
REGISTRATION POLICY
Registration for the tournament is free of charge.
However, teams that register but fail to attend their matches will not be directly accepted into future tournaments. Even if they register, they may be placed on the waiting list.
Teams that register but later decide not to participate, or are unable to attend their matches, must inform the tournament management in advance.
CHECK-IN & OPENING PROGRAM
Check-in will take place on Saturday between 09:00 and 09:30 AM.
Teams that complete check-in will maintain their position in the official draw.
Teams that fail to attend check-in — even if previously registered — will be removed from the tournament.
The opening ceremony and group photo session will take place at 10:00 AM.
Attendance at the opening ceremony is mandatory for all athletes.
Tournament matches will begin at 10:30 AM.
ABSENCE NOTIFICATION – Teams with Valid Excuses
Teams with a valid excuse must:

Send a WhatsApp message to +90 532 557 77 93 requesting permission.

Receive written confirmation from the organization via message.
Teams that fail to attend check-in without official approval may be removed from the participant list.

Scorekeeping and Officiating Responsibilities
SCOREKEEPING & OFFICIATING RESPONSIBILITY
The match score must be recorded on the official result form and reported to the Tournament Director.
The scorekeeping order will be indicated in the match schedule.
COURT & EQUIPMENT RULES
Participants must compete in their own sports attire.
After completing their matches, teams are responsible for smoothing and maintaining the court using the rake provided.
The match balls are the responsibility of the players competing in the match.
Balls must be collected before the match begins and handed over to the players of the next scheduled match immediately after the match ends.
After the final match of the day, all balls must be returned to the tournament organization office.
TOURNAMENT FORMAT & OFFICIATING DUTIES
Once the tournament schedule is finalized, teams that are not playing at a given time will assume scorekeeping duties using the Boardee Scoreboard.
For scorekeeping and officiating, at least one member of the assigned team is sufficient.
The match schedule will indicate which teams are responsible for officiating each match.
If no specific assignment is indicated, the team that loses a match on a given court will officiate the next match on that same court.


Athlete Equipment & Player Responsibilities

Participants must compete in their own sports attire.

Match balls are the responsibility of the players competing in the match.

Balls must be collected before the match begins and handed over to the players of the next scheduled match immediately after the match ends.

After the final match of the day, all balls must be returned to the tournament organization office.

Athletes are responsible for providing their own food and any additional beverages they may need.

GIFTS
The top four (4) teams will receive ranking certificates and medals.
Whether additional prizes will be awarded to the ranked teams will be announced at a later stage.
Attendance at the Award Ceremony is mandatory.

Medical Responsibility
⚕️ Health & Liability Clause
First aid assistance will be provided by the organization for injuries occurring on the court during the tournament.
In cases requiring hospital transfer, all transportation, medical treatment, and related expenses shall be the responsibility of the athlete.
By registering and participating in the tournament, players declare that they are medically fit to compete and acknowledge full responsibility for any health issues, injuries, or risks that may arise during the event.
